Varian VnmrS-400 available again

 The Varian VnmrS-400 is available again.

 I've substituted another frequency generator to get the spectrometer working. Also I upgraded the computer to a RedHat linux system with the latest Varian software, VnmrJ.

Regressions that need to be fixed:

Colour for display and plotting is not good

Boron-11 unlocked is off by 120 ppm

Missing experiments:

Proton with Phosphorus decoupling 

Carbon with Fluorine decoupling

Phosphorus with Fluorine decoupling
