On adsorption, Cl atoms can be transferred to the surface
(with a lower barrier if sequentially),
leaving highly stable and aromatic Ph-link,
or the Ph-ring can lift after the 1st Cl-transfer:
Similar transformations can occur for 1,2-dichlorobenzene and chlorobenzene
1,2-dichlorobenzene on Si(100)

For this molecule, the 2nd Cl can still be transferred
from the lifted structure and produce another highly stable Ph-link:
